The storage tank regulations that are the basis for all of the States tank regulations start at the Federal level and are part of the U.S. Environmental Protection Agency (EPA). The name of the regulation at the Federal level is the Underground Storage Tank Provisions Of The Energy Policy Act Of 2005.
Primarily the States and territories are responsible for enforcement of storage tank regulations. There are exceptions to this, one being Indian Country. It is recommended that you start at the State level with any questions on storage tank regulations.

Although PEI is not a regulatory body, they have created and maintain standards for fuel equipment including installation, repair and maintainence.
Although NACE is not a regulatory body, they have created and maintain standards for corrosion including, installation, testing, repair and maintainence. Most States reference NACE standards when it comes to metallic components of a storage tank system.
